About Us

The office of Federal and State Education Programs (FSEP) designs, develops, and administers technical support systems that assist central offices, Regions, and schools to execute federal and state school improvement mandates and utilize resources that result in improved student learning for both public and participating private schools.
 
The office of Federal and State Education Programs (FSEP) administers and/or provides technical support on: 
  • Title I and IV, Part A, Fiscal and Program Requirements
  • Title II, Part A, monitoring within the LEA
  • Federal Program Monitoring (FPM)
  • School Plan for Student Achievement (SPSA)
  • Schoolwide Programs (SWP)
  • Targeted Assistance Schools (TAS)
  • State Identified Schools
  • Title I Equitable Participation in Private Schools

2026-2027 Title I Ranking is now available

Federal law requires the District to annually rank schools based on the percentage of children from low-income families. The ranking of schools is used to establish school eligibility for Title I.

2026-2027 Program and Budget Handbook is now available

The School Plan for Student Achievement (SPSA) Program and Budget Handbook is designed to support school teams in developing high-quality school plans and aligning federal resources (i.e., Title I and Title III) with strategies and actions aimed at improving student academic achievement.

As an office, we are committed to designing, developing, and administering a robust technical support system that empowers central offices, regional teams, and schools to effectively implement federal and state school improvement mandates. Through strategic guidance, tools, and resources, we support site-based efforts to drive measurable improvements in student learning. Our goal is to build capacity with the intersect between compliance and instruction, ensuring that schools are equipped to make data-driven decisions, align with compliance standards, and foster student success.
